Carroll County Fiscal Court held the second reading of the accrual ordinance for vacation leave for county employees and approved the ordinance. Employees will receive one week of leave after first year, two weeks after the second year, three weeks after five years and four weeks after 15 years of service.
Sheriff Department tax settlement
The Carroll County Sheriff’s office presented its 2021-2022 tax settlement to Fiscal Court. Sheriff Ryan Gosser said almost $8.5 million was collected in taxes and office manager Dawn Butcher was off by two cents. Gosser said the differences are attributed to the multiple computer systems used and how they round up and down.
Asphalt bid
Fiscal Court received one bid for asphalt from Hinkle Contracting Corporation. The bid was for $4 per gallon of liquid asphalt tack coat. Bituminous concrete surface was bid at $95 per ton applied and $79 per ton picked up. Bituminous concrete base was bid at $92 per ton applied and $77 per ton picked up. The most recent price for liquid asphalt is $749 per ton.
Discretionary funds
Carroll County Fiscal Court was awarded $43,732 in discretionary funds for resurfacing the county roads in the Harbor Point subdivision located off Hwy. 42 West. Fiscal Court passed the resolution for the funding and authorized Carroll County Judge-Executive Harold “Shorty” Tomlinson to sign the Memorandum of Agreement with the Department of Transportation.
Highway report
Tomlinson expressed concern that District 6 has not visited Carroll or any of the surrounding rural counties to review the plans for rural and secondary roads. He said normally they visit in February to review the plans.
The Transportation Cabinet began work on Locust Road to repair the wash from the creek. Tomlinson said they are using bags to provide supports for the road.
He said he has not heard anything about the bridges or the Hwy. 36 East project.
Tomlinson said that Gallatin County Judge-Executive Ryan Morris spoke to him last week about having a town hall type of meeting to talk about the problems arising from the U.S. 42 repairs. Morris spoke of the impact on local businesses.
To make matters worse, Magistrate Floyd Bowling said that calls to the contractor about gravel delivery had gone unanswered and someone had gone to site and it appeared the contractor has pulled off the site. Bowling said all the equipment was gone from the site.
FEMA update
Carroll County Community Development Corporation executive director Matt Adkins was asked about an update regarding the updated FEMA application. He said the application for $8 million was approaching final stage within the federal government and the county should be receiving their 12 percent before long. Adkins said there was several other pieces of information that needed to be pulled together for the second submission totaling $14 million. The county should receive approximately $2.7 million.
Other business
Doug Carlisle was reappointed to another four year term on the Carroll County Public Library Board. The appointment take effect July 1.
Fiscal Court did not receive any bids for repairs for the County Park tennis courts.
Fiscal Court renewed its contract with the Commonwealth Canine Search and Recovery team.
A pump is holding up the opening of the swimming pool at Kysoc.
