Two unrelated cases of child molestation have been filed this week by Jefferson County Prosecutor David Sutter for incidents that allegedly occurred in Jefferson County in which both victims were children under the age of 14.

According to affidavits filed in Jefferson Circuit Court, Randy Lugo, 34, Madison, was arrested in an incident that allegedly occurred on Jan. 16, 2021, in which he is charged with child molesting, a Level 1 felony, and two counts of child molesting, Level 3 felony. He was lodged in the Jefferson County Jail with no bond set.

Meanwhile, Justin Tyler Riley, 20, Madison, was arrested on a felony bench warrant for an incident that allegedly occurred on Sept. 30, 2020, and is facing child molesting charges, a Level 4 felony. He was lodged in the Jefferson County Jail on $40,000 cash bond.

In the affidavit involving Lugo, Jefferson County Sheriff’s Deputy Ben Flint reported that an investigation was begun after a student told a teacher that she had been raped by Lugo. The affidavit also detailed additional incidents occurring over the past four years, and as far back as to when the girl was four years old.

In the affidavit involving Riley, Indiana State Police detective Nate Adams reported that Riley attempted to have sex with a 13-year old Bartholomew County female while she was in Jefferson County to visit her mother.

The girl was with a friend when they went to a residence in Deputy where she met Riley. She said that she was sitting next to Riley when he tried to kiss her and she tried to resist him. She said Riley was aware that she was 13 and the girl knew that he was 20. After that, more incidents followed in which Riley touched her more intimately.

A Level one felony is punishable by 20 to 40 years in prison and a fine of up to $10,000. A Level 3 felony is punishable by three to 16 years in prison and a Level 4 felony is punishable by two to 12 years in prison and both carry up to a $10,000 fine.

Defendants are innocent until proven guilty in court.
