Wilma Jean Skaggs, 83, of Carrollton, Kentucky, died Sunday, Nov. 14, 2021, at her home.

She was born in Carroll County, Kentucky, on March 23, 1938, to Roy and Mary Cecil Breeden Webster. She was a member of the Family Worship Center and a retired custodian with Garner and Scott Services.

Survivors include her husband, Oran F. “Skip” Skaggs of Carrollton; her daughters, Beverly Louise Roy and Debbie Skirvin, both of Carrollton; her son, Maxie Dudley Moore of Bedford, Kentucky; her sister, Ethel Goff of Verona, Kentucky; and three grandchildren, seven great grandchildren and her dog, Baby.

She was preceded in death by her parents; two sisters, Virginia Thompson and Mary Wilson, and a granddaughter and a nephew.

Funeral services will be at 1 p.m. on Saturday, Nov. 20, at the General Butler State Park Conference Center. Burial will be in the I.O.O.F. Cemetery in Carrollton. Visitation is 11 a.m. until the time of services at the conference center.
